What Is It? #281

Well again ~ I have no idea ~ can only look at what's there ~ looks as though the bottom ring goes into something, and the top fits down over it and then pulls out, whatever it is that the ring goes into ~ apart from the ring ~ there appears to be no cutting device ~ so, really back to the drawing board.....lol
